In the philippines I think yes....hahaha(joke)

But the really,"retrogress" is the opposite of progress...

of course it is not :D It reminds me of former Congressman Narciso Monfort, a very noble man, who dreamed nothing but progress for his beloved people.

or maybe with other people this is true but practically speaking the Congressman/Congreswoman are the one who make laws for the country

i would rather think positive with regards to this oxymoron.
I have high hopes this country can still progress.There are
still honest and God-fearing Congressmen/congresswomen.
We only have to have faith in the Filipino.

they aren't opposites after all. May still cross paths, you know.

But just because they are the ones making the laws does not necessarily mean they are progressive. Some laws made by congressmen/women are actually quite repressive. But I believe most would agree that it is not in the laws they make that make them "con-gress." It is in their behavior.

There is some truth to this oxymoron.
