It is ONE OF MY FRIENDS.
After ONE OF, we normally add a plural noun.
We can also use ONE OF with a singular noun when we are referring to a group.
e.g. You can ask one of the staff to do this for you.
Take note: Whenever we use ONE OF, it is followed by a definite noun (i.e., determiner + noun)
e.g. my friends, the friends, their friends, those friends, etc.

It has to be "a". Otherwise, there would be no point in using "one of" as a determiner.

Yes, first one is the right answer, today, I learned to use correct framing of a sentence.
