Doesn't it depend on the context?
a) Majority of the people are religious -- is correct if you're talking about a specific group of people (say, most of the people in class)
b) Majority of the population are religious -- is correct if you're talking about a huge group of people (as in majority of the Philippine population are religious)
c) er... I don't think it's correct...

I'm sorry to inform you that the correct answer is NONE of the ABOVE.
According to Jonathan Malicsi, the expression, majority of should be preceded by an article, so:
e.g. The majority of the people are religious.
(= Most of the people...)

"Majority" here serves as the subject (a group acting as a whole) of your verb, so it is followed by a singular verb. Except when it clearly implies countable subjects.
The majority rules. ^^
The voters have voted and the majority (of the voters) have chosen Obama.
