"Jake is absent a lot."
The verb is (a form of "to be") in this sentence is what we call a nonprogressive or stative verb (http://english-coffee.com/showthread.php?t=12756&highlight=stative+verbs); (http://english-coffee.com/showthread.php?t=12756&highlight=stative+verbs%29;) hence, we cannot have a "present perfect progressive" form for it.
You may take the Present Perfect form instead.
"Jake has been absent a lot."
Hope this helps, Rai! ^^,
