I dunno.. maybe but if it's 1000/unit, do you think it is still affordable? If you have 24 units, that will be 24k + miscellaneous fees..
I dunno if the tuition in PNU has increased. When I was 4th year last 2005, it was only P985/sem. Maybe, they increased the tuition now to P+/- 2500.

In terms of QUALITY EDUCATION, UP is still cheap compared to other top universities in the country. ^^
By the way, full load in UP is usually between 15 - 18 units for Undergrads. In graduate school, it is 9 -12. ^^

i graduated from Pamantasan ng Lungsod ng Maynila (PLM) in Intramuros.
There are two payment schemes there:
1. paying - non-Manila residents or those who cannot maintain a 2.5 average.
2. non-paying - offered for Manila residents who maintains an average of 2.5 or higher. If you are a non-paying student, most probably you will just have to pay around 100 pesos for the ID.
hmm.. quality wise, i believe its doing fine as well.

If we consider the subsidy state colleges and university receive from the government, they are not low. If we add the tuition fee plus subsidy. We will see the real cost of studying. Let us always remember this.

I don't know what are the Top 10 Most Affordable Schools, but I can give 1 of those 10 which I'm currently studying.
PLM " People's University of Scholars" is acknowledged as the premier scholars' university of the capital city of the Philippines whose academic excellence the Commission on Higher Education (CHEd) recognizes as "beyond reproach and a class by itself."
Pamantasan ng Lungsod ng Maynila, or the University of the City of Manila (PLM), is a municipal government-funded, tuition-free, university within the district of Intramuros in Manila, the Philippines.
Based on a study using cumulative data from 1999 to 2003 showed that during the said period PLM was among the top five schools nationwide in terms of board exam passing rate. In the same study, it was one among three public universities in the top ten category.

State Universities are the most affordable universities in the Philippines. In terms of quality of education, they are highly competitive. Their curriculum is based from ChEd.
University of the Philippines maybe cheap for others, but not everyone can afford to go there. Still, prospective college students, prefer the more inexpensive state universities over UP.
Maybe one should look for State Universities in the Philippines. Mind you, they are not that easy to get into. They can only accommodate certain number of students. Also, you still need to comply with their requirements.
