What are cellphone jammers?

In preparation for the coming National Elections this May, the Commission on Elections (Comelec) is not the only body busy working these days. Recent unconfirmed reports have surfaced that a worrisome amount of cellphone jamming devices were shipped in the country.
Although these signal jamming devices are not so unusual, the reported large amount ignites speculations that they may be used to sabotage the dissemination of results in the upcoming election process. Comelec Spokesperson James Jimenez had said that the Comelec is prepared with setbacks, such as the loss of cellphone signals and has formulated countermeasures for them on Election Day.
It is an obvious thing that cellphone signal jamming devices, well, jam cellphone signals. But how does it really work?
A cellphone is a two-way radio used for communication. But it is more complex because it can transmit and receive radio frequencies simultaneously, unlike walkie-talkies, making it possible for both parties to talk and listen at the same time. It works by transmitting frequencies to a service network or a cell tower. Through the cell towers, the frequency is delivered through different locations, making it possible to communicate with people across the country or even the globe.
A cellphone signal jamming device transmits signals at a similar frequency as the cellphone, thus, blocking the frequencies from reaching the nearest cell tower and disrupting the transmissions.
Some countries, such as India and France, use cellphone signal jamming devices in theaters and religious places to avoid interrupting performances and religious activities.
